WIsh: Eeschema, limit zoom out level

Currently it is possible to zoom out to the point where the schematic is not visible and the only way to recover the view is by using zoom to fit.

Today's nightly build no longer allows zooming out far enough to see the entire schematic. I'm working with a D-size sheet right now, and the most it shows at any one time is much smaller than this. Increasing the sheet size doesn't help.

I can still pan to see the surrounding areas, but because of bug #1800647 (scrollbars don't work in the nightly build), this is extremely difficult to do.
