Here are screenshots from a move dialog without rotating and with two tabs. I still think that "Cursor location" would enable almost any use case. But to make it simple there would be no need to select it after opening the dialog. The tooltip tells how to use it. I believe it would be intuitive after trying it once.

I don't like the "Position Relative To..." dialog. The only reason for its existence would be the fact that now it may be impossible to snap to the anchor point of an item, the anchor of a footprint or the start point of a graphic line. With graphic lines it's clumsy because from the user's point of view both ends of a line are similar, but selecting it as the reference item in the dialog uses only the start point, which may not be what you want. So it works only for footprints or pads, and pads could already be covered with "Cursor location" because they can be snapped to.
