So would we have four tasks under the wider concept of "move"?
1. Simple move
2. Complex move
3. Rotate together
4. Rotate individually
In that case, wouldn't it be better to have 2 dialogs, Move... and Rotate...? Each would have two tabs:
1. Simple move (Move by, the default when opened for the first time)
2. Complex move (Relative to external point)
and
1. Rotate selection together
2. Rotate items individually
correspondingly. The Rotate dialog could be context-sensitive so that if there were only one selected item, it would have only the first option (maybe with different text).
