Art, you reference two separate tools but it is not clear to me which tool is doing what wrong in the rest of your problem description.

Could you separate the (1) actions, (2) expected result and (3) actual result by tool and by function (i.e. move and rotate). I'll take a look at the move exactly tool based on such more specific description.
