Are you using ppa:js-reynaud/kicad-4
(https://launchpad.net/~js-reynaud/+archive/ubuntu/kicad-4) ?
The last version in bionic is 4.0.7+e2-6376~61~ubuntu18.04.1 .
Could you try to remove/add kicad to see what's happend...
