AND... just when I thought I covered the cases...

When changing the footprint reference (not editing the footprint), UpdateSymbolLinks doesn't call ResolveAll.

This patch covers this last case, forcing UpdateSymbolLinks to just update the pin cache if it doesn't need a full library resolve.

Should be final.
