Footprint Editor does not expand on macOS

Bug Description

On macOS Sierra 10.12.6, the workspace for the footprint library editor does not expand when a window is expanded/maximised/minimised.
(Have also noticed it with `CvPcb` too)

* open `pcbnew.app`
* open `footprint editor` from toolbar.
* try to expand window.

Have you tried a more recent version of Kicad?

It works fine for me, but there are (at least) 3 differences:
1) I've got a more recent version of Kicad
2) Mine is built on wxWidgets 3.0.3
3) I'm running High Sierra (10.13.1)

KiCad v4.0.7 and snapshot versions work fine after uninstalling all wxPython 2.8/3.0 installations.

Using wxPython 4 (aka wxPhoenix) seems to have no effect, though I have only installed it with Python 3 (not 2.7). I suspect it would work ok with wxPython 4 and Python 2.7 as wxPython 4 has a better design (no wxPth hacks, and can be installed as pure wheels, etc).

There is talk to address this by bundling the python interpreter in KiCad, but that is a work in progress.
