Unable to drag tracks in GAL

Bug Description

The legacy "drag" behaviour for tracks and modules ('G') is not available in GAL. It should be.

(Issue broken out from LP:1541460)

GAL has a single-point non-constrained drag, but does not have a two-point non-constrained drag. So when you use 'G' over a segment, it always picks one end or the other to drag.

However, it seems like it would be easy enough to implement footprint drag, as that is single-point. Not sure why it's missing.

I'd like to know a single reason to have "a two point non-constrained drag" other than that it's present in the legacy canvas and not in the GAL.

@Tom, I've got no other reason. I was just clarifying what it did do, and what it didn't.

Drag Footprint would be useful, though, and doesn't appear to be in GAL.

Dragging footprints is on my to-do list, but the way it's done in the legacy canvas is not very useful (leaves a lot of rubbish/DRC violations). Proper footprint dragging, respecting the DRC is a non-trivial task and will take some time.

@Nick, it could go either way. There are two bug reports here (G for tracks and G for footprints): the track one is a Won't Fix and the Footprint one is (now) a duplicate.
