GAL canvas missing exchange footprint command in footprint context menu.

Bug Description

The exchange footprint command is missing from the footprint context menu when using a GAL canvas.

I've attached screen shots of both the legacy and GAL canvas footprint context menus for comparison purposes.

Version: (2016-02-01 BZR 6532)-product release build
wxWidgets: Version 3.0.2 (debug,wchar_t,compiler with C++ ABI 1002,GCC 4.7.2,wx containers,compatible with 2.8)
