footprint editor: shape offset ignored when placing new pads

Bug Description

When creating new (smd) pads in the footprint editor you can set the pad properties in the "pad properties" dialog. It seems shape offset settings are ignored and pad is drawn with 0 offset.

On my feature wish list:
Options to set pad offset to center/right/left/top/corners of the pad. (ui element could be similar to this: http://static1.discoverdigitalphotography.com/wp-content/uploads/2015/add-a-35mm-transparency-slide-frame-border-to-a-photo-using-photoshop-cc-cs-or-elements/640px/03-set-canvas-size.png)

Running nightly BZR 6817, git commit a9d08a6 on Windows 10 x64

It works for me in 6850, maybe it's been fixed. Can you confirm in a more recent nightly build?

Is it only being draw incorrectly in the pad preview in the pad properties window? or does it end up incorrectly in libedit as well?

Can't reproduce on OSX either seems to be windows only

Reconfirmed in 6951, although now only occurring intermittently: only the first pad I drew was placed incorrectly, the second pad snapped right into place.

Not a real issue from a usage perspective anymore, still would be nice to eliminate the root cause of this.

Reconfirmed: I can't set shape offset.

- I hover over a rectangular SMD pin in Footprint Editor
- push E
- change Shape offset X from 0 to 0.5
- click OK
- (graphical outlook doesn't change)
- hover over + E edit the same pin again, and Shape offset is returned at 0
