pad properties local setting not copied

PcbNew : module editor : pad properties:

it seems using "export pad settings" and "global pad setting" only change the 'general' properties.
the 'local settings' is not affected in other pad.

but the image in module editor is same (look at the netpad clearance ring).
Yet the preview in pad properties doesn't reflect that (only reflect what in the field which is not affected by export command).

CAPRB_254W60D500T350 : i'm using "all pads net clearance" to specify clearance.
CAPRB_254W60D762T350 : i'm using "local settings" to specify clearance on #1 in 0.3mm. The #2 is not affected, but the module image shows #2 have same clearance ring as #1. Also I don't know why the "thermal relief" value is changed.

Steps to reproduce:
0. Choose a module to edit or create one with at least two pads.
1. Modify the clearance settings (easiest to see that nothing changed) in the first pad (or something else on the 2. tab of the pad properties dialog).
2. Rightclick on the first pad -> "Export Pad Settings".
3. Rightclick on the second pad -> "New Pad Settings".
Outcome: Clearance didn't changed.
Expected outcome: copied the clearance setting to the second pad.

Question: Is this intentional since the clearance settings in the dialog are named "Net pad clearance" and / or that these settings are not copied?
