F.Fab is selected on right layer list, text still want to go to F.Silk. If you change layer fromF.Silk to F.Fab on Footprint Text Property pane, text will be normally placed to Fab...only default is always Silk instead of the actaully selected layer when entering Footprint Text Property pane.
