The users are all in the sql backend. The flag has been set to true after having successfully populated the the sql db backend with users, projects, role, domains. Then without any other modification, the list of users has been asked again from the API, giving the result I showed you. So no ldap server configured, no other backend configured at all actually, which is certainly a corner case of the usage of this flag.
