Weird. Even if you have no projects created, it should let you browse for
one. Can you check the logs folder and paste the contents of the log file
here?

Bug description:
  I open keryx\win32\keryx.exe

  I select "Open Project". When prompted to download the latest package
lists, I click Yes.
  It fails to download them.

  This only happens in Windows 10. It does not happen in Windows 7.
