From previous cycle we had a meta only respin:

The new meta includes that and is intended to supersede that:

https://launchpadlibrarian.net/553167218/linux-meta-riscv-5.11_5.11.0.1017.18~20.04.1_source.changes

Hence it is intentional to override linux-meta-riscv-5.11 in proposed with this new version.
