I think it's fixed. I trashed a file on a FAT32 USB stick on KDE 4.6 RC1 and it created the .Trash-1000 folder and put the file in there (with correct file and info dirs).
Can anyone confirm this works on their system for FAT32 or other filesystems without Unix permissions?
