I originally had the issue with the URL in konqueror. I typed "gg:süß", the history starting "gg:" popped up, I saw gg:s[-, and I realized I need to switch keyboard and then the shortcut didn't cut it :)

as per now, in all three brosers (konqeror, firefox, chrome) the shortcuts work with the pop up open. the same works for the main menu in chrome and the file menu in kmail2.
