FWIW, this looks now fixed for me: I'm currently running KDE 4.7.2 from KDE:KDE4:STABLE:Desktop on an openSUSE 11.3.

With pop-ups open, global shortcuts work for me in both gtk and qt based applications (firefox, google-chrome for gtk, konqueror for qt 4.7.4).
