Not incoherent, but maybe inconsistent. However, many (most) other KDE bugs that cause inconsistency between Qt and GTK are handled by doing the right thing in Qt and ignoring whatever GTK does. Therefore the fact that GTK apps will still have the problematic popup is not a reason to not fix this issue in Qt apps.
