Some notes for Nat on the approach we're doing, as well as some testing notes.

We are adding a knob on the community that lets you set this policy. Then, we are changing each content type's add form (add calendar event, add blog entry, etc.) so that the "Send Alert?" field sets its default based on this setting.

We already have some policy that hides this field on intranet side. But we should test to make sure that adding, for example, a calendar event outside a community (i.e. under /offices somewhere) doesn't trigger an alert.
