Quick update from our side. We're going to start adding $HOME/bin and
$HOME/.local/bin to login shells automatically soon.
For cron environments we suggest adding BASH_ENV=/etc/bash/bashrc to get the
same behaviour - unfortunately there is no way (except starting to interfer
deeply with cron) to get this consistent.
Also, from our perspective, putting a wrapper script into ~/bin works nicely
and lets us keep everything else from the binary package in a single sandbox.
