Comment 20 for bug 1565928

Can this be really fixed instead of workarounding it?
Also, according the comment in https://review.openstack.org/#/c/467828/, switching to stestr (which we are doing in this Queens cycle) will solve it.
I'm thus marking this "invalid" for Sahara.
