HA provisioning in 16.04 - fab changes

removed the haproxy.cfg entries in non-HA case, adding it back.
-> Stop collector services before starting haproxy.
-> In haproxy version running on 16.04, tcp-check isn's needed,
remove conditionallay for 16.04.
