contrail-config-nodemgr cannot be restarted using service in ub14 docker

ub14 controller docker does not install contrail-openstack-config
package which is what installs contrail-config-nodemgr init.d
file, conf file, and supervisor ini file. Move installation of the
files to contrail-config package for ub14 and centos7/redhat7 too.
