Storage kilo/liberty packaging

Closes-Bug: #1654446
Issue: Cinder volume version is different from the cinder-common
version present in the package for liberty.
Libboost-random1 package was dependant and missing in both
kilo and liberty.
Fix: Made cinder-volume and cinder-backup version to 7.0.2cloud1,
same as the other cinder packages. Added libboost-random1
package.
