ToR Agent Crash - OVSDB parser failure
Issue:
------
If connection orignates from non-OVSDB-server, connection
gets established because of proper certificates use, but
message parsing in ToR Agent fails, currently we assert
for such scenario.
Fix:
----
Changing assertion with session closure.
Moving OVSDB SM event trace to separate buffer
