I could reproduce the issue. It is observed when SSL is enabled in instances.yml file.

For example:

contrail_configuration:
  SSL_ENABLE: yes

pip is not installed on deployer node but pip install (pyopenssl package) is invoked.

Re-assigning this to owner of SSL changes
