Added build-driver image to build vrouter kernel

1. Instead of ubuntu vrouter-init-kernel image, we are using
build-driver image which uses dkms module to build the vrouter kernel
2. Removed option of creating daemonset per container
3. Modified the code such a way that we can easily add more
agent roles (dpdk, TOR)
