Do not check for IPAM for service IPs

To avoid wasting ip addresses, service instance IP addresses will be assigned
from a subnet associated with a single hidden IPAM object, which is not linked
to any VN. The IPAM check was required for allocation unit etc, also adding the
dependency for virtual-network to network-ip link on VMI.
