Partial-Bug: #1691862 - Replace cobbler get-loaders with loaders copied from repo

The /var/lib/cobbler/loaders folder will be created but empty when cobbler is installed.
Cobbler today downloads the loaders from internet, instead, we are copying them from SM repo
