storage package update for newton

Closes-Bug: #1661559

Storage packages need to be updated for the newton on ubuntu-16.04. The
corresponding package snapshot is created at
/cs-shared/builder/cache/ubuntu1604/newton/storage and the same is
updated in contrail_storage_packages.cfg. It also follows the single
package model for storage.
