Fix agent crash at StatsManager::GetInterfaceStats

AgentStatsCollector Object should not be created in TSN
mode. The creation of this was enabled by mistake in one
of earlier commits.

Added UT to ensure that AgentStatsCollector is not created
in TSN mode.
