Closes-Bug: #1574964 - Changes as follows
Case 1: On Login:
1. Fetch from Server cache
2. Then issue forceRefresh to update.

Case 2: Navigating between Dashboard Summary
1. Fetch from local cache
2. Issue forcerefresh

When user logs out the cache should be cleared and the case 1 should be
followed.
