DPDK: On DPDK cluster provisoned with Fuel, Agent is stuck in init state Edit

In bonding case, when doing supervisor-vrouter stop,
bring up the bond slave interfaces before the rest of the
interfaces including the management/config interface.
This was causing an issue in ubuntu 14.04.4 where it was
trying to bring the mgmt interface first and then the slave
interfaces.
