Workaround:

On all collector nodes,
Before re-provision or upgrade, please issue:

dpkg -P contrail-analytics contrail-openstack-analytics python-kafka-python

If you have already given provision, and see the setup in the above "stuck" state,
Please issue:

dpkg -P contrail-openstack-analytics
