fetch_packages: Make cache dirs configurable

When fetching packages, the cache directory is now configurable via
command line. Default behaviour was not changed but you can now i.e. do:

python fetch_packages.py --cache-dir ~/.cache/contrail-third-party

Also add --dry-run and --verbose as cli switches.
