Minor Smgr CLI bug fixes - Meaningful Error/Output

Closes-Bug:#1448887 - Provision with Base Os Error
Closes-Bug:#1448888 - Reimage with Contrail Error
Closes-Bug:#1448896 - List/Status of Wrong Server/Cluster Error

All the above bugs deal with wrong error messages.
Fixed in main and err py files and tested
