Config changes to allow user specified route target for a logical-router will
be implemented via bug 1439775. The motivation is described in that bug.
Schema changes will be made as part of that bug fix.

This bug tracks the UI changes. Need to allow a list of route-targets to be
configured for a logical-router. The UI should look very similar to what we
have for configuring route-targets for a virtual-network.

The route-target syntax is the same as for virtual-network route-targets.
