no vlan-port bindings on any port on multiple tor-agents in tor-scale setup

R2.1 44 ubuntu 14.04 multi-node icehouse setup

Same setup as in bug 1438044, but here no vlan-port bindings were seen for multiple tor-agents..

tor-agents had ifmap config for the ports. interfaces were created in tor-agent.
But no vlan-port bindings were created.

gcore for one of the tor-agents will be in http://10.204.216.50/Docs/bug/#
Logs will also be in same location

Fix vm-interface pointer in logical-interface is NULL

In config logical-interface has links to multiple vm-interface
In oper-db, logical-interface links to one vm-interface.

In logical_interface.cc BuildData() function, the first vm-interface is
picked. However, there is guarantee that the vm-interface picked is
already created before logical-interface is being created.

Modified dependency-tracking to trigger changes to logical-interface
when a vm-interface is created.
