Closes-Bug: #1428406. cmon when installed has a init.d script which is linked to a rc script. This causes cmon to start on node boots. In order to modify the run level, there is no chkconfig in 14.04 and sysv-rc-conf that is compatible with 14.04 is not installed. Hence setting the readonly perm on this to not run it
