You should be able to reproduce the issue 100% of the times if you follow the steps I added in the description. I am seeing this even in my machine, you must be able to reproduce it in your local as well. The reason I mentioned it is intermittent is because sometimes (rarely) I am able to deploy podspec charms from Charmhub, but that is not always the case.
