Thanks for the pastebin. We seem to be missing the content of the actions collection though. We have actionnotifications but not actions.

Also, the operations collection query is on id "8" but this is the id of the action. The operation id is "7".

The logging output doesn't have much. What would be useful, if possible, would be to keep the log level at DEBUG and restart the affected unit agent. This will trigger the pending action number 8 to be notified to the unit agent and we can see what happens as it is processed.
