https://github.com/juju/juju/pull/15500 will be fixed in juju 2.9.43. However it's related to a client controller mismatch, which I'm sometimes told is not the case seen.

@cjwatson, do you have a reproducer? I've fixed all I can, but without a reproducer I have no data to fix any outstanding problems. Especially were reports say that a 2.9.42 client and controller are being used. None of the data I've been given so far indicates where a problem may be, other than the client/controller mismatch.
