We have a PR that is looking to improve aspects of leadership, which we believe will help with this, though we are focusing the fix on the 2.9 series (vs 2.8.9 that is currently being run).

We do already have a fix from Simon about the particular 'leaking of goroutines' but that is more of a symptom than a root fix.
