Follow up related question - is it possible to update the image metadata after bootstrapping a controller with the GCE provider (without rebuilding the controller).

I've tried to set image-metadata-url in model-defaults to a URL that hosts the metadata index.json and com.ubuntu.cloud-released-imagemetadata.json files, however, I don't see the Juju controller trying to even hit this URL during provisioning of a new VM into the model.
