The substance of the change to support correct meaning of 'since' field is in PR against develop (heading into 2.4): https://github.com/juju/juju/pull/8350

I have not addressed all existing unit tests yet - I do anticipate failures in some places as we correct the behavior. However, I want to get a buy-in for the code change first.
