This failure has been fixed.
I have run both
github.com/juju/juju/worker/introspection/introspectionSuite.TestPrometheusMetrics and
github.com/juju/juju/featuretests/introspectionSuite.TestPrometheusMetrics
locally under stress and neither have failed.
