I added extra logging. I bootstrapped lxd and then deployed peer-xplod, and then add-unit -n 10.
Once the system reached steady state:

number of socket logins ~ 230,000
number of SASL logins ~ 150

So the caching of authenticated sockets does appear to be working in this case.
