This is an issue for at least the following public clouds:
 aws
 gce
 rackspace

Against these clouds the following commands will fail:
juju bootstrap
juju deploy ubuntu
juju wait
juju ssh ubuntu/0 # neither juju ssh --proxy ubuntu/0
