I don't think that the problem here is with listing the models. From my pastebin, the admin can already see the model with `juju list-models --all` but, despite being a superuser, cannot access that model in any way.

The docs imply that superusers should implicitly have permission to access any model, which makes sense to me, but is not how it actually works. I would prefer to see the superuser actually be a superuser, but at a minimum the docs should be updated to accurately describe reality.
